Notes:

tables have been improved significantly. HTML V4.0 supports now a header and a footer row in a table. browser should display the header on top and the footer at the bottom of a table, even if the table does not fit on the current window. if a page with such a table is printed, the header and the footer should be repeated an every page.

in addition, cells can now have a short and a long description. the former should be presented by the browser e.g. in a popup box if the pointing device is positioned over a cell, the later is an URI that refers to a document which should contain a detailed explanation. audible browsers may use the short description as a navigation help.
